Wanted System Enhancement: Federal Enforcement

Installation:

1. Copy the 'wsefed' folder to the file path "mods/update/x64/dlcpacks/"
2. Open OpenIV, navigate to 'dlclist.xml' in "mods/update/update.rpf/common/data/". Add "<Item>dlcpacks:/wsefed/</Item>"

Optional (ambient spawn of vanilla vehicles and vehicles included in this mod):
1. Copy the 'wsefedMap' folder to the file path "mods/update/x64/dlcpacks/"
2. Open OpenIV, navigate to 'dlclist.xml' in "mods/update/update.rpf/common/data/". Add "<Item>dlcpacks:/wsefedMap/</Item>"

A "pedpersonality.ymt" is included.
Replace the one in "mods/update/update.rpf/x64/data/metadata".

A "loadouts.meta" is included.
Replace the one in "mods/update/update.rpf/common/data/ai".

NOTE: Replacing "pedpersonality.ymt" and "loadouts.meta" may have unintended consequences in missions. 
These files have only been tested in freeroam Story Mode.

Added an alternate SWAT model (NOOSE Expanded Pack V11.0) with different pants and a tactical leg holster.
 - Contains the NOOSE Expanded Pack V11.0 SWAT model.
 - Contains the NOOSE Expanded Pack V10.0 SWAT model. (included in the base WSE: Federal Enforcement "dlc.rpf").

Added a .ymap file that spawns vanilla vehicles and vehicles added in this mod at specific locations:
- LSIA
- Pillbox Hill

Added a "zonebind.ymt" file that restricts the spawn point of the National Coast Guard during a wanted level 
to the ocean.
NOTE: This "zonebind.ymt" is not compatible with other "zonebind.ymt" files included in other mods.

In "pedpersonality.ymt" I've added POLICE_SMG, POLICE_COMBAT, POLICE_SERVICE, LOADOUT_SWAT_NO_LASER_SERVICE personalities.
I've changed the loadout in POLICE and POLICE_FEMALE from LOADOUT_COP to LOADOUT_COP_LSPD.

In "loadouts.meta" I've added 
LOADOUT_SWAT_NO_LASER_SERVICE(replaced the Carbine Rifle with the Service Rifle; FIB Tactical Units use it), 
LOADOUT_COP_LSPD(50% chance of Pistol, 50% chance of Pump Shotgun), 
LOADOUT_COP_COMBAT(50% chance of Pistol, 50% chance of Combat Shotgun), 
LOADOUT_COP_SERVICE(50% chance of Pistol, 50% chance of Service Carbine), 
LOADOUT_COP_SMG(50% chance of Pistol, 50% chance of SMG).
I've also added "_BRUH" to the names of the original police loadouts.
They are still there in their entirety but because of adding "_BRUH" to their name the game doesn't recognise them.


(NOTE: NOOSE TRU Officers won't spawn hanging off the side of the NOOSE TRU Granger; they will spawn inside of the vehicle)

PSA:
Vehicles that will successfully spawn if used for SWAT dispatches ("<DispatchType>DT_SwatAutomobile</DispatchType>") are
CRUSADER, FBI2, SHERIFF2, NOOSEVAN(used in this mod).
I've renamed the NOOSE TRU Granger's model from "trugranger" to "noosevan" so it spawns successfully.
